Несколько дней назад состоялся брифинг в Вашингтоне по поводу очередного сезона Diversity Visa Lottery.

MR. DONAHUE: No, that’s a very good question. I think if you have – it depends on where you are. It depends on a case-to-case – on a case-by-case basis. A person who applies for the Diversity Visa Program, for instance, who is otherwise well qualified, I think a lot of people do that and then are also – travel regularly to the United States and apply for visas and they’re granted them. Certainly, if there’s indications either in a diversity visa application or in a regular immigrant visa application that the person wants to move now, and there’s any concern that the person would use the tourist visa incorrectly, would stay until they qualified, then the officer would be required to deny the tourist visa.
But it’s really on a case-to-case basis. I have issued many, many visas to – the best example is there’s very long waits for some brothers and sisters in those categories who are waiting to immigrate to join their brothers and sisters. And they’re often in the middle of their careers, but when they retire, they want to move to the United States. They have the petition pending. And I’ve issued many visas under those circumstances for tourism or business.

Во-вторых, цитата то там, то сям подправлена: "who is otherwise well qualified" переведено как "может прекрасно проходить" (то есть вроде как может и нет - из-за заявки?), "certainly" переведено как "Но, конечно", что в общем контексте начинает клонить цитату не в ту сторону, в которую она подавалась изначально.
В-третьих, они говорят "подавал на грин-карту" в части где ерчь идет о "diversity visa application". Есть разница, участвовал ли человек в лотерее, или же он выиграл и затем уже подал документы на собственно визу. В первом случае и доказать-то что заявку подавал человек лично (а не посредник, как это делают порой на Украине, заочно) - практически нереально. И участие в лотерее трактуется не как иммиграционные намерения, а как желание просто сыграть в лотерею даже если участие доказано. Вот непосредственно подача на визу - да, другая история. Но и тут выступающий всячески подчеркивает, что даже в таких случаях где намерения явно иммиграционные, все зависит от ситуации. И даже приводит пример, когда он выдавал визы там, где по официальным правилам вроде бы не должен. Но эта часть была вообще опущена

везучие вы, лотерейщики :) я как-то даже не решалась никогда на участие, думала, выиграть вобще нереально. а оно вон как! вы откуда переезжали, если не секрет? нравится? я, вроде, сначала так бодро восприняла новость - я в целом люблю штаты, но теперь как-то сомнения одолевают. чувствую, буду по Европе и старым домикам скучать... зато по зиме точно не буду. :)

Поэтому соглашусь, что оттенок у новостей в России и у оригинального текста совсем разный. Возможно из-за того, что росс.новости делают заголовок + первый тезисный абзац очень негативным. И по ТВ тоже самое, кстати. По ТВ перевод текста вообще не говорили или с такими купюрами, что было понятно одно: теперь в лотерею нужно играть и только выигрывать, а то потом "до свидания, туризм".
И в таком свете поняла инфо не только я. Как ты понимаешь, мы теперь подбиваем нескольких знакомых россиян (работают или учатся в Европе) участвовать в этом :))) И все нам ссылались на эти росс.новости...
